You CAN buy a car on a student visa. Permanent residency or a work visa is not required. As long as you have a registered address in Japan, you meet the basic criteria. Make sure your Residence Card and resident record are up to date.

You will need a Residence Card, resident record, and certificate of registered seal (from your municipal office). If you do not have a seal (inkan), a signature certificate can be used instead. Arrange a parking space in advance as well.
